Campus President, Naugatuck Valley and Northwestern

A dedicated higher education leader, Campus President Rooke has worked within the Connecticut community colleges for nearly two decades, with roles at Manchester, Tunxis and Northwestern. He has served as Campus President of CT State Northwestern since 2015, guiding the campus through its transition to the new CT State structure while maintaining a strong focus on student success, academic quality and community impact.

Before his presidency, Campus President Rooke served as Dean of Academic Affairs at Tunxis Community College and as Division Director of Business and Technology at Manchester Community College. In 2020, he was appointed Interim Provost and Vice President of Academic Affairs for the newly merged CT State Community College, where he played a key role in systemwide policy and academic coordination. In 2022, after successfully supporting the accreditation review by NECHE, he returned full-time to lead Northwestern. He was named Campus President at CT State Naugatuck Valley in July 2025.

Campus President Rooke has been a statewide leader in advancing equity, access and student-centered innovation. He championed the creation of a student emergency fund and a campus-wide peer mentoring program at Northwestern and was instrumental in launching a common academic calendar across all CSCU institutions. He also played a leadership role in revising developmental education policy, expanding access to credit-bearing courses in English and mathematics.

Earlier in his career, Campus President Rooke was a faculty member at the University of Hartford and held IT and instructional technology leadership roles at Long Island University’s C.W. Post campus. He remains active in his community, serving on the boards of the Northwest CT Chamber of Commerce, American Mural Project and Torrington/Winsted Rotary. He is also a corporator of Hartford HealthCare’s Charlotte Hungerford Hospital and a board member of the Northwest CT Regional Workforce Investment Board.

Campus President Rooke holds a Ph.D. in Analytical Chemistry from Kansas State University, an M.S. in Educational Technology from Long Island University, and a B.Sc. in Applied Chemistry from Nottingham Trent University in the UK.

Campus President, Quinebaug Valley and Three Rivers

A seasoned leader in higher education, Campus President Jukoski has guided Three Rivers through more than a decade of academic transformation, campus development and student success. With the addition of CT State Quinebaug Valley to her portfolio, her expanded leadership now supports both campuses in delivering high-quality, student-focused education aligned with community and workforce needs.

Prior to joining Three Rivers, Campus President Jukoski served for 20 years as President of Mitchell College in New London, CT, where she strengthened academic programs, grew enrollment and fostered a strong campus culture. Her earlier administrative roles include positions at Sacred Heart University, Loretto Heights College, the University of Memphis and Empire State College.

Campus President Jukoski has earned numerous awards for her leadership in higher education, including a W.K. Kellogg Foundation National Leadership Fellowship, the William Crawford Award, the Connecticut Women in Higher Education Leadership Award and the Greater New London NAACP Education Award. In 2025, she was honored with the CT State Three Rivers Campus Student Government Legacy Award, recognizing her exceptional service and lasting impact on students.

She earned her bachelor’s and master’s degrees in English and education from the College of St. Rose in Albany, NY, a master’s degree in curriculum planning and development from SUNY Albany and her doctorate in higher education curriculum and instruction from the University of Memphis.

Campus President Jukoski is deeply involved in the community and has served on numerous boards, including the Eastern Connecticut Workforce Investment Board, Southeastern Connecticut United Way, Otis Library, the Williams School, Yale–Lawrence + Memorial Hospital and the Chamber of Commerce of Southeastern Connecticut. Her leadership has bridged education with economic development and created stronger opportunities for students across Eastern Connecticut.

Kimberly A. Hogan, M.S.

Kimberly Hogan

Chief Executive Officer - CT State Middlesex

Kimberly Hogan is the Chief Executive Officer for the Middlesex campus of CT State Community College. She leads an educational institution serving more than 4,000 students enrolled in associate degree, certificate and workforce development programs. This includes the main Middletown campus, a satellite Meriden location, manufacturing facilities at two technical high schools, allied health programs in two local hospitals, online, and at many dual-enrollment, clinical and internships sites.

Hogan has dedicated her career in higher education to managing campus operations, ensuring financial integrity and supporting student success. Before becoming campus CEO, she served as Dean of Administration and CFO.

Committed to excellence at CT State Middlesex, Hogan has chaired and participated in several initiatives that enhance the college and community experience. She was elected Middlesex United Way board chair in 2021 and received their prestigious Community Service Award in 2023. She also serves on the boards of Gilead Community Services as well as Workforce Alliance.

As co-chair of the annual Red Moon fundraising team, along with the Middlesex Community College Foundation, Hogan helps raise more than $50,000+ annually for scholarships and student aid. She is also a member of the Foundation’s Scholarship and 5K Planning Committees. Her extensive efforts have been honored by the Community Foundation of Middlesex County (2024) and the Peach Pit Foundation (2018).

Phi Theta Kappa (PTK) Honor Society presented Hogan with the national Paragon President Award (2023) and the PTK Stole of Gratitude (2020).

Hogan earned a Master of Science in Educational Leadership from Central Connecticut State University in New Britain and a Bachelor of Science in Business Administration from Glassboro State College (now Rowan University) in Glassboro, NJ.

Manuel Gomez, Ph.D.

Manuel Gomez, Ph.D.

Interim CEO, CT State Housatonic and CT State Quinebaug Valley

Dr. Gomez serves as the Interim Campus CEO of the Housatonic and Quinebaug Valley campuses. 

Dr. Gomez has held high-level positions including Vice President and Associate Provost roles at community colleges in Arizona and South Dakota. Before his service at CT State as Associate Vice President of Academic Operations and as Housatonic and Quinebaug Valley's Interim CEO, Dr. Gomez served as Vice President of Academic Affairs for Estrella Mountain Community College (a member of the Maricopa Colleges system). Before Estrella Mountain, he served as the Associate Provost and Registrar at National American University, collaborating with academic officers and staff to support both online and on-campus students and faculty at all university locations. His oversight included faculty evaluation, professional development, credentialing, promotion and pay structure, ensuring the quality of instruction across the university system.

Additionally, Dr. Gomez has served as a Dean at Morton College and Illinois Valley Community College, as full-time faculty at Saint John Fisher College, and as an adjunct at the University of Arizona and Pima Community College. He has taught Spanish, Latin American History and Culture and Leadership. His roles also included Director of Education and Training at the Higher Learning Commission, where he implemented curricula on general education and data analysis for faculty and staff at over 1,000 colleges and universities.

Dr. Gomez’s contributions to education extend beyond academia. He has served as Assistant Recreational Director for the Black Hills Rapids, coordinated recreational programs for youth, and held board positions in various organizations, including the Illinois Community College Board Hispanic Advisory Council, Illinois Valley Symphony Orchestra, Black Hills Symphony Orchestra, Illinois Valley Youth Choir and Illinois Valley Hispanic Partnership Council. He is a dedicated United Way volunteer and consistently demonstrates his commitment to community service.

Dr. Gomez earned his Ph.D. in Philosophy with an emphasis in Spanish literature and culture from the University of Arizona and completed post-doctoral work in community college leadership at the University of Texas, Austin. He is multilingual in English, Spanish and Portuguese.

Dean, School of Science, Technology, Engineering and Mathematics (STEM)

Dr. Michelle Coach has served as the Chief Executive Officer at CT State's Asnuntuck campus (formerly Asnuntuck Community College) since 2019. Before that, she served as the Interim Dean of Academic Affairs. Dr. Coach began her career at Asnuntuck as a biology faculty member, serving as the Natural, Behavioral, and Social Science department chair. She is a registered microbiologist with the National Registry of Microbiology and has eight years of experience working in an FDA-regulated lab. Dr. Coach is a winner of the CSCU Excellence in Teaching awards for both Asnuntuck Community College and the CT State Colleges and Universities System. She has also received many awards from the honorary organization Phi Theta Kappa.

Dr. Coach has her Bachelor of Science in Biology from Westfield State University with an additional certification in elementary education. She earned a Master of Business Administration from the University of Massachusetts and a Master of Science in Biology from the University of St. Joseph. She holds an Ed.D. from North Central University in Educational Leadership.
