Dean B.L. Baker serves as Dean of Liberal Arts and Education at CT State. Across four decades in academia, he has held faculty and administrative positions at colleges and universities in Connecticut, Louisiana, Maryland, Nebraska, Texas and Wyoming. Alongside his academic work, he has built a career as a professional artist, performing in, directing and producing live theatre, musical theatre, film and television.

Committed to preparing students for meaningful careers, Dean Baker has led task forces to ensure equitable access to learning and academic supports, particularly for immigrant, DACA and refugee communities. He has developed and managed multi-million-dollar budgets, advocated for the visual and performing arts, and worked extensively in collaborative, participatory governance. His career-long focus has been on reducing racial equity gaps and fostering diverse, equitable and inclusive learning and work environments.

Dean Baker holds degrees in communication and theatre from Northern Kentucky University and advanced degrees in theatre history and public communications from the University of Maryland. In 2000, he was honored as the CASE/Carnegie Foundation United States Professor of the Year and received the award at the White House.

Throughout his career, Dean Baker has brought an unmatched passion for supporting students in pursuit of their academic goals. He continues to work closely with faculty to design and implement curricula that meet the needs of both the community and Connecticut’s employers, while advancing opportunity for all learners.

Sal Bondoc

Salvador Bondoc, O.T.D.

Dean, School of Nursing, Allied Health and Human Services

Dr. Salvador Bondoc serves as Dean of Nursing, Allied Health and Human Services. An accomplished educator-scholar and servant-leader, Dr. Bondoc has held academic leadership roles, including program director, department chair and dean, as well as volunteer leadership positions at both the state and national levels. Throughout his career, he has advanced best practices in health professions education and joins CT State to continue this work, with a focus on quality, equity and student success.

Dr. Bondoc brings deep expertise in accreditation, outcomes assessment and evidence-based healthcare to his role at CT State. For more than two decades, he has served with professional accreditation bodies nationally and internationally, including the Accreditation Council for Occupational Therapy Education and the World Federation of Occupational Therapists Educational Programme Review Committee. Clinically trained as an occupational therapist, he holds specialty certifications and is widely recognized for his expertise in neurological and upper-extremity rehabilitation. His professional honors include being named a Fellow of the American Occupational Therapy Association and receiving the Award of Merit from both the Connecticut Occupational Therapy Association and the New York State Occupational Therapy Association.

A committed practice-scholar, Dr. Bondoc has authored and co-authored more than 200 publications and scholarly presentations in national and international forums, including influential white papers for the American Occupational Therapy Association. His scholarly contributions have been recognized with a Young Alumni Award from his alma mater and by Quinnipiac University, where he was named a Distinguished Faculty Scholar in 2019.

Dr. Bondoc earned his Bachelor of Science from the University of the Philippines Manila and his post-professional doctorate in occupational therapy from Creighton University. He is currently completing the dissertation phase of a PhD in Higher Education Leadership for Changing Populations at Notre Dame of Maryland University.

Amy E. Harris Tan

Amy E. Harris Tan, Ph.D.

Vice Provost, Academic Affairs

Dr. Amy Tan joined CT State in 2025 with more than 20 years of experience in higher education leadership, teaching and innovation. She previously served as Dean for English and Communications at Houston Community College (HCC), overseeing programs in English, speech, communications and American Sign Language across seven colleges and sixteen campuses.

At HCC, Dr. Tan led initiatives to centralize instruction, streamline course scheduling and strengthen transfer and student success pathways. She contributed to institutional effectiveness, accreditation and public visibility as host of HCC’s Up to the Minute and occasional host of The Topic, which showcased college programs, community events and student achievements.

She has extensive experience in curriculum development, assessment and academic program review. Her leadership advanced open educational resources, co-remediation and dual enrollment partnerships. She also secured external funding and recognition for innovative programming while serving in statewide and national leadership roles supporting equity in education.

Committed to inclusive student success, Dr. Tan expanded initiatives in basic needs, instructional partnerships and co-curricular programming. She notably strengthened engagement with the Deaf community through the expansion of International Week of the Deaf.

A dedicated educator, Dr. Tan taught English Composition and Literature for more than two decades, serving as Program Coordinator, Department Chair and advisor to the Women and Gender Studies Club. She earned her bachelor’s degree from the University of St. Thomas, and her master’s and doctorate in English from the University of Houston and completed leadership training at UC Berkeley and the League for Innovation Executive Leadership Institute.

Nancy Prather-Johnson

Nancy Prather-Johnson, M.B.A.

Dean, School of Business and Professional Studies

Dean Nancy Prather-Johnson brings more than 30 years of transformative leadership in higher education, recognized for her passionate advocacy for equitable student success and her ability to foster partnerships that strengthen both the college and the communities it serves.

Before joining CT State, she served as Pathway Dean of Business, Computer Science and IT at Tidewater Community College in Virginia, where she led the first pathway in the implementation of a “One College” model. This initiative aligned curriculum and academic resources across four campuses to ensure consistent rigor and support services. She also represented the college at the state level in developing “Transfer VA,” a statewide effort to remove barriers and improve transfer efficiency, credit applicability and degree completion for students moving between Virginia’s community colleges and universities.

Beyond her leadership roles, Dean Prather-Johnson has served on numerous community boards and as a mentor to students and colleagues across the Virginia community college system. She was also an active member of the Virginia Network of the American Council on Education’s Women’s Network, furthering her commitment to professional development and equity in leadership.

Dean Prather-Johnson holds an MBA in management and a bachelor’s degree in accounting from Johnson & Wales University. Her career includes teaching, financial management and leading strategic initiatives, all grounded in collaborative and inclusive approaches that promote student engagement and close achievement gaps. She continues to be a driving force for innovation and opportunity in higher education.

J.D. Mathewson

J.D. Mathewson, Ph.D.

Associate Vice President, Institutional Effectiveness and Planning

Dr. JD Mathewson brings more than a decade of experience in higher education, specializing in institutional research, accreditation and strategic planning to advance student success and organizational effectiveness.

At CT State, Dr. Mathewson established a comprehensive data governance structure and launched an internal portal to make reports and dashboards accessible across the college. He developed tools to track key performance indicators and program vitality, centralized federal data reporting for all Connecticut community colleges and led the integration of campus institutional research into a single statewide department.

Before his current role, he served as Senior Research Associate at Connecticut State Colleges and Universities, coordinating IPEDS reporting and conducting advanced analysis to support system-wide decision-making. He also managed assessment systems at Eastern Connecticut State University and taught political science as an adjunct professor at Hood College and the University of Maryland, Baltimore County.

Dr. Mathewson earned his doctor of philosophy degree in government and politics from the University of Maryland, College Park, and holds dual bachelor of arts degrees in history and political science from the University at Albany, SUNY.

A lifelong civil servant, Dr. Mathewson is committed to empirical inquiry, empowering the disenfranchised and strengthening access to higher education. His work reflects a dedication to data-driven decision-making, institutional effectiveness and building systems that support equitable student outcomes.
