New Britain — CT State Community College (CT State) has announced the appointment of Troy Miller as the new vice president of enrollment management, effective November 29, following a national search. Reporting to the president, Miller will oversee admissions, enrollment and retention services, financial aid, orientation and student onboarding, and student success initiatives.
 
Miller brings over two decades of experience in higher education, including a strong track record in leading enrollment initiatives, meeting and exceeding enrollment goals, and a commitment to diversity, equity and inclusion. In his new role, he will spearhead efforts to expand the college’s outreach to diverse student populations, develop enrollment strategies, and guide the implementation of enrollment management policies across CT State’s campuses. His responsibilities also include implementing the college’s strategic enrollment management plan in advancing recruitment, retention, and completion initiatives.

John Maduko, M.D. “He has a deep understanding of the challenges and opportunities facing higher education today, and his leadership will be instrumental in ensuring that we continue to serve our students and community with excellence."
 
Miller currently serves as vice president for strategic enrollment management at the University of Southern Indiana in Evansville, IN. His previous roles include vice president for enrollment management and intercollegiate athletics at Chestnut Hill College in Philadelphia, and various admissions and enrollment leadership positions within the state University of New York system, the University at Buffalo, and two historically Black colleges and universities (HBCUs) within the University of Maryland system.

Miller earned a bachelor’s degree in business administration/management from Elizabeth City State University and a master’s degree in human resource management and labor relations from New York Institute of Technology. He is currently pursuing a doctoral degree in higher education at Morgan State University, and is a U.S. Army veteran.
