Acting Provost and Vice President, Academic Affairs, Student Affairs and Workforce Innovation

Dr. Karen Hynick joined CT State's Quinebaug Valley campus (at the time Quinebaug Valley Community College) as the Chief Executive Officer in 2021. During her tenure, she has led the college's crafting of its new Strategic Plan, completed its 10-year reaccreditation with NECHE, created the college's first equity audit, strengthened its partnership with Quinebaug Middle College and area high schools and secured the philanthropic building donation that led to the establishment of a permanent location for the college in Willimantic. She helped Quinebaug Valley become the first Connecticut college to join the Race, Equity and Justice Institute (REJI). In addition, she is involved in several Connecticut State Community College committees, including Strategic Planning, Dual Enrollment and High School Partnerships, Graduation Committee, and the Enrollment Management Council.

Before joining Quinebaug Valley, Dr. Hynick served as North Shore Community College's (NSCC) Vice President of Academic Affairs from 2014-2021. During her tenure, she led the college's development of its Master Academic Plan, Two Year Schedule Process, Guided Pathways Implementation, Early College with Lynn Public Schools, advanced the college's role as the statewide consortium lead for prior learning assessment, focused the college's efforts on student learning outcomes and redesigned the academic program review process. She also co-led many aspects of the college's reaccreditation processes with NECHE. She was instrumental in helping the college to acquire its largest philanthropic grant of almost 2 million dollars to support the Bertolon Simulation Health Center to advance interdisciplinary simulation-based training and classroom experiences. Dr. Hynick also played a pivotal role in the Title III grant application and implementation of "Pathways to Success," leading to new technologies to support student academic planning and student success indicators through EAB Navigate. Dr. Hynick served as a Chief Academic Affairs Officer representative to help renegotiate the MCC collective bargaining agreement. She co-chaired the Dual and Concurrent Enrollment Advisory Team for the Department of Higher Education.

Before her role at NSCC, she served as the Chancellor's Fellow at the Minnesota State Colleges and Universities in St. Paul, assisting in "Charting the Future," a system-wide strategic framework. She also simultaneously served as the System Director for P-20 for the Minnesota State Colleges and Universities, reforming developmental education and expanding early college and dual enrollment programs throughout Minnesota. Dr. Hynick also spent six years as Dean of Academic Affairs and Student Support at Minneapolis Community and Technical College. Early in her career, Dr. Hynick taught at Leominster High School, Quinsigamond Community College and several Department of Youth Services sites. Dr. Hynick is a native of New England and earned her Bachelor of Arts at the University of Massachusetts, Amherst, her Master of Education at Worcester State University, and her Ed.D. in Educational Administration at Bethel University, St. Paul, MN.

Cheryl C. De Vonish, J.D.

Chief Executive Officer, CT State Norwalk

Cheryl De Vonish was appointed as Norwalk Community College's (now CT State-Norwalk) Chief Executive Officer on July 1, 2019. Before that, she served as the Chief Operating Officer, which included the roles of Dean of Administration and Director of Human Resources, Chief Diversity & Equity Officer, Special Advisor to the President's Office and has taught as an adjunct faculty member at the college.

De Vonish attended SUNY Binghamton, earning a Bachelor of Arts in Psychology and subsequently received her Juris Doctorate from Albany Law School. She's been admitted to practice law in New York and Connecticut and brings over ten years of experience in public service. Before joining Norwalk, she worked as an attorney for the City of New York and served on the Department of Youth and Community Development Advisory Board.

Through her academic, professional and volunteer work, De Vonish remains committed to issues of equity, social justice and partnership with community organizations to advance diversity and inclusion at the college. She's partnered with Connecticut Students for a Dream to promote the Unafraid Educators Initiative and worked with Fairfield County's Community Foundation Fund for Women and Girls to support the launch of Norwalk's Sister Circle initiative.

In 2015, De Vonish gave the Women of Distinction keynote address. In May 2017, Norwalk Community College's Student Government Association awarded her the Campus Community Award for her work with and commitment to the college's students.

De Vonish has served as a volunteer attorney for the Connecticut Veterans Legal Center and is on the board of directors for several organizations, including the Family & Children's Agency, the Greater Norwalk Chamber of Commerce, the Maritime Aquarium and Stamford Health.

Tom Yelich

Tom Yelich

Chief of Staff

Tom Yelich joined Connecticut State Community College in September 2024, bringing over a decade of experience in public administration, communications, organizational management, and community relations. As a strategic advisor to the President, he oversees critical initiatives that advance the college’s mission and strategic goals.

Previously, Yelich served as Deputy Chief of Staff at Trinity College, where he supported the Office of the President and worked with senior leaders to achieve institutional priorities. His role included leading presidential communications, assisting with governance initiatives, co-chairing the college’s emergency management team, and supporting accreditation assessments for the New England Commission of Higher Education.

Before transitioning to higher education, Yelich was a public information officer and assistant to the chief of police for the City of Champaign. Serving on the department’s five-member leadership team, he managed public safety communications, advised on policy, fostered community relations, and helped build trust between law enforcement and the public. During the COVID-19 pandemic, he served on the city’s leadership communications team, delivering critical updates to the region. His contributions to the City of Champaign earned him multiple City of Champaign Employee Awards for teamwork and results. Earlier in his career, Yelich held roles in sports communication with the NCAA and USA Football, advancing youth sports safety and programming.

A proud veteran of the United States Navy, Yelich deployed overseas twice and was a finalist for command Junior Sailor of the Year. He holds a B.S. in communication and political science from the University of North Florida and a Master of Public Affairs (MPA) from the University of Missouri.

Anna Krupitskiy

Anna Krupitskiy J.D., LL.M., SHRM-SCP

Vice President of Human Resources

Striving for the continuous commitment to public service and policy, social justice, and diversity, equity and inclusion in employment and education, Anna has built a varied and rewarding professional career. She has over twenty years of professional experience in human resources, compliance, legal and financial services, nonprofit management, and higher education. She most recently served as the Vice President for Human Resources at Hudson County Community College, a position that engaged and continuously worked with the Jersey City community partners and the greater Hudson County, New Jersey. With upbringing from the Ukraine, spending most of her young adulthood in Brooklyn, New York, and various global travels, she considers herself a citizen of the world. Her academic pursuits include a bachelor’s degree in business administration with a concentration in marketing and a master’s degree in public administration with a focus on nonprofit management from Pace University, a law degree from New York Law School, and a Master of Laws from the University of Essex in the United Kingdom. She is currently pursuing a doctorate in planning and public policy at Rutgers University.

Troy A. Miller

Mr. Troy A. Miller

Vice President of Enrollment Management

Troy Miller joined CT State as the Vice President for Enrollment Management in November of 2024. He previously served as the vice president for strategic enrollment management at the University of Southern Indiana, a public university in Evansville, IN. Before joining USI, Miller was vice president for enrollment management and intercollegiate athletics at Chestnut Hill College, a private Catholic college in Philadelphia, PA. Before joining CHC, Miller served as the associate vice provost and director of admissions at the University at Buffalo, an R1 and AAU Institution with an enrollment of 32,300 students located in Buffalo, NY. Miller also served as the chief enrollment officer at two HBCUs within the University System of Maryland. As the assistant vice president for enrollment management at Bowie State University and as associate vice president for enrollment management at Coppin State University.

Miller has a wealth of experience and a strong track record of meeting or exceeding enrollment goals, administering outcome-oriented performance assessments, leading organizations through a data- intensive strategic enrollment planning process, engaging the entire campus, and aligning the institution’s enrollment opportunities with its environment.

Miller's leadership extends across various departments and teams, demonstrating his ability to manage diverse functions. He has led the admissions offices, registrar, scholarships, financial aid, academic advising, orientation, summer enrichment programs, and undergraduate, graduate, and international recruitment and communications teams. His leadership also extends to student success and retention, social media teams, including welcome centers and campus visit programs.

At several institutions, Miller was instrumental in developing new freshman, transfer, and graduate student pipelines via external agreements, new markets, and strategies to attract increasing inquiries, applications, and enrollments.

Miller's academic journey began at Elizabeth City State University, where he earned his bachelor’s degree. He furthered his education at the New York Institute of Technology, obtaining a master's degree. Currently, he is pursuing his doctoral degree at Morgan State University.

Miller is a military combat veteran serving in the United States Army and a lifetime member of Kappa Alpha Psi, Fraternity, Inc.
