Get Started as a New Student

To apply as a new student, find the category below that best describes your situation and follow the directions beneath.

  • You'd like to earn an associate degree or certificate and may want to transfer to a four-year college or university to continue your education. That's fantastic! This is how you start to meet your goals:

    1. Create Your Unique Application Account
      Note: You will continue to use this account for any future admission applications.
    2. Complete and Submit the Application
      Submit one application for the term that you wish to start at CT State. If you wish to change your program after application submission, contact us at CTState-Admissions@ct.edu.
    3. Upload Proof of High School Completion
      This can be a final high school transcript, high school diploma or high school equivalency.
    4. Upload Your Immunizations
      Print the form from your account page (accessible after you have submitted the application), have your physician complete it with a signature, and upload it to your account.

    Don't worry, if you get stuck on a step, we will be in constant contact with you during your admission process!

    After we receive all your items, we will do our part, admit you and then communicate the next steps to enrollment.

    Please note that other supplemental items may be required for admission if you are an international student, seeking admission to a selective nursing and health career program, or a veteran

  • If you only want to take a few courses and decide on your degree later, this option is for you. Non-degree students are not eligible for financial aid or for the free tuition program. If you know you want to pursue a degree or certificate but need help figuring out a good program fit, make an appointment to speak with an admission recruiter at CTState-AdmissionsRecruitment@ct.edu

    Email communication will follow shortly after admission with next steps to register for courses.

  • You are considered an international student if any one of the following applies to you:

    • You are not a citizen or permanent resident of the United States and will require an F-1 student visa to reside and study in the US
    • You are applying as an F-1 transfer student from another US college or university
    • You are already in the US on a valid nonimmigrant visa and want to change to F-1 student status

2025-2026 FAFSA

FAFSA Simplification

Beginning in the 2024–2025 aid year, the U.S. Department of Education has introduced the FAFSA Simplification Act, which streamlines the financial aid application process for students and families. These changes have carried forward into the 2025-2026 award year.

When Schools Receive Your FAFSA

CT State will begin reviewing financial aid applications in early Spring 2025.

Benefits of FAFSA Simplification

  • Expanded eligibility for federal student aid
  • Reduced barriers for certain student populations*

*Includes homeless and unaccompanied youth, incarcerated students, English language learners, and students from low-income backgrounds.

Changes to the 2025–2026 FAFSA and Financial Aid Process

  • The Estimated Family Contribution (EFC) has been replaced by the Student Aid Index (SAI), a different way to determine eligibility.
  • Tax information will be directly imported into the FAFSA.
  • SAI will no longer consider the number of students in college. This may reduce need-based aid eligibility for current students with siblings in college.
  • Students will be able to list up to 20 colleges/universities on the FAFSA.
  • Each Contributor (student, student's spouse, parent(s), and/or stepparent) will have to provide consent to complete the FAFSA. If any contributors do not provide their consent, the SAI will not be calculated, and eligibility for financial aid cannot be determined.
  • Parents without a Social Security Number will be able to apply for an FSA ID. This will speed up the FAFSA processing time, as they'll be able to submit the form online rather than having to print, sign, and mail it in.
  • For students whose parents are separated or divorced, the guidance on which parent income to report has changed to the parent who provides the most financial support for the student rather than the parent the student lived with the most.
  • Students who are considered independent due to homelessness or qualifying dependency override no longer need to recertify their dependency status each year unless their situation changes.
  • When required, families must now report the value of their small business or family farm.

FAFSA Terminology Changes

Contributor
A new term introduced on the 2024–25 FAFSA form, Contributor refers to anyone asked to provide information on a student's FAFSA form (i.e., the student, the student's spouse, a biological or adopted parent, or the parent's spouse).

FAFSA Privacy Act Consent
Formal consent provided by an applicant and any applicable contributor(s) for a given FAFSA cycle (e.g., December 2024 to September 2026 for the 2025–26 FAFSA form) that meets the statutory requirements of collecting and using an individual's personally identifiable information.

FAFSA Submission Summary
Replaces the Student Aid Report (SAR) as the student's output document, providing a summary of data input on the FAFSA form.

Family Size
Replaces the term "household size" on the FAFSA form.

Federal Tax Information (FTI)
The data and information related to federal tax paying. It includes a return or return information received directly from the IRS or obtained through an authorized secondary source such as the U.S. Department of Education.

Student Aid Index (SAI)
Replaces the Expected Family Contribution (EFC) as a formal evaluation of a student's approximate financial resources to contribute toward their postsecondary education for a specific award year.

CT State's low tuition makes earning a degree, certificate, or college credit very affordable.

We always encourage our students to complete a FAFSA each year as a first form of payment. Many of our students qualify for financial aid grants that come from federal, state, and institutional resources that are only available when you complete a FAFSA. Other students seek out private scholarships from national, state, or local agencies that are sent directly to our college.

Title IV Authorization

The Department of Education has implemented federal regulations that authorize CT State to administer Title IV financial aid funds. Title IV funds can only be applied to tuition and fee charges unless CT State obtains your authorization to apply your Title IV financial aid to non-allowable charges appearing in your student account, not including finance charges (i.e., late fees, returned payment fees, installment plan fees).

Your permission to authorize financial aid to pay for non-allowable charges will expedite the settlement of your student account. If authorization is not received prior to the term bill due date, the Title IV financial aid funds will not be applied to all charges. This may result in an outstanding balance on your student account and cause late charges to be assessed.

You are not required to give authorization but if you do: once the authorization is signed, the initial authorization continues to be valid for future years. You may cancel the authorization at any time by updating the authorization online. The cancellation is not retroactive and will take effect on the date that we receive it from you.

You can authorize or rescind your Title IV Financial Aid Authorization by logging into myCTState. Select the myFinancialAidlink on the Financial Aid card. On the Home tab, click on the Title IV Authorization for Non-Institutional Charges requirement or the Title IV Authorization for Prior Year Charges up to $200 requirement and you will be redirected to the page to complete the authorization. You can select Authorize or Rescind for each option and click Confirm at the bottom.

  • What is a Title IV authorization?

    Title IV authorization is the permission that students grant to schools to use their federal financial aid funds for costs other than tuition and fees. These funds are called Federal Title IV funds.

  • What are Federal Title IV funds?

    Title IV funds are federal student aid funds, which are from federal student aid programs administered by the U.S. Department of Education. The U.S. Department of Education regulations only allow schools to use federal student aid to pay for current academic year institutional charges unless the student has granted permission to apply these funds to non-institutional charges.

    Federal Title IV funds include:

    • Direct Subsidized/Unsubsidized Loans
    • Direct PLUS Loans
    • Federal Pell Grants
    • Federal Supplemental Educational Opportunity Grants (SEOG)

    Federal Title IV funds do not include grants/scholarships from CT State or other private organizations.

    Allowable (institutional) charges:

    • Tuition
    • Extension Fees
    • College Service Fees
    • Student Activity Fees
    • Transportation Fees
    • Mandatory Usage Fees

    Non-allowable (non-institutional) charges include:

    • Prior Term Debt
    • Textbooks and Supplies
    • Tier II Educational Extension Fees

  • How are Title IV funds applied to my student account?

    The U.S. Department of Education requires that Title IV funds be applied to specific allowable charges. Allowable charges include tuition, and mandatory fees billed by CT State. If a student's total of Title IV funds exceeds the total of these qualifying charges, CT State must refund that excess to the student unless the student gives permission to do otherwise.

  • What if I don’t grant the authorizations?

    If a student does not grant authorization, federal financial aid grants and loans cannot be used to pay for charges other than tuition and fees. Any excess aid will be refunded to the student. Therefore, the student may receive a refund and may simultaneously be sent a bill for any charges that could not be paid with Title IV aid. Receiving a refund does not indicate that there are no pending charges on a student's account.

Course Programs of Study (CPoS)

U.S. Department of Education (ED) regulations require that a student must be enrolled in at least one eligible degree or certificate program of study to receive federal financial aid (grants, loans, work-study). A student satisfies this requirement by declaring a CT State degree program or eligible certificate program as their primary course of study (note that not all certificates are financial aid eligible). Funds will only be disbursed for the courses needed to fulfill the program of study requirements, which include general education, electives approved for a program, prerequisite courses, and ESOL coursework.

  • What is CPoS?

    Course Program of Study (CPoS) is a process run by CT State to determine which registered courses do not apply to a student’s program of study. This technology will compare your registered courses in each term with the degree requirements listed on your Degree Works audit.

    Courses that do not apply toward a student’s officially declared program of study will be ineligible for federal financial aid. In these cases, students are responsible for the tuition and fees associated with the ineligible course as an out-of-pocket expense.

  • How will I know if my courses count towards my program of study?

    To see if your classes are eligible, check your Degree Works audit. Degree Works is a great way for you to review your program audit to see required courses, as well as any courses remaining to complete your program(s). If a course is listed as “Not Applied to This Program,” it is not eligible for financial aid but may be taken without incurring additional out-of-pocket expenses when combined with at least 12 eligible credits within your program(s).

    Your Guided Pathways advisor can also meet with you to map out your program plan.

  • How will I know if a course doesn’t count for financial aid?

    Your Guided Pathways advisor will notify you if you are registered for any courses that do not apply toward your degree program(s). It is highly recommended that you work with your Guided Pathways advisor in these situations, so you do not receive an unexpected bill due to the college.

  • What should I do if a course doesn’t count for financial aid?

    It is important to register early and be familiar with your Degree Works audit so you know which courses are required for your program(s) of study. This way, you can gain an understanding of which courses may not have financial aid applied and avoid receiving an unexpected bill from the college as a result of not receiving financial aid for all of your registered courses.

    You will find your program(s) of study in the upper right-hand corner of your degree audit. You can also use the "What If" feature to review other degrees or certificates that you may be considering.

    If you are planning on changing your enrollment or program(s) of study, we encourage you to contact your Guided Pathways advisor for assistance. Any changes to your program(s) of study must be completed by the 21st day of the semester to ensure that you receive financial aid for your eligible coursework. 

    If you have registered for a course that is not eligible for financial aid, you must make any enrollment adjustments in the required timeframe. Please review the academic calendar for key dates each term.

  • Can I still take classes that are outside of my program of study?

    Yes, you may take courses outside of your program of study. Please be advised that you will need to pay for those courses out-of-pocket.

    If you are a full-time student registered for at least 12 credits, however, you may register for courses outside your program of study up to the point of overload without incurring additional tuition and fee charges.

  • What if I'm taking a course that I need to transfer to a degree at another institution?

    Only courses that count towards your program(s) of study at CT State will be eligible for financial aid, even if the course may be needed to transfer to another institution. If you are a full-time student registered for at least 12 credits, however, you may register for courses outside your program of study up to the point of overload without incurring additional tuition and fee charges.

  • What if I have two programs of study?

    The coursework in all programs of study must be officially declared by the 21st day of each semester (see the academic calendar for deadline dates) in order to be considered as part of your enrollment status for financial aid purposes. Note that late-start courses that you may register for after the 21st day of the semester may not be eligible for financial aid.

  • Do electives, developmental courses and prerequisite courses count for financial aid?

    All electives accepted as satisfying requirements in your program(s) of study count for financial aid.

    Up to 30 credits worth of developmental coursework is covered by financial aid.

    All courses listed as prerequisites for courses required in your program(s) will be eligible.

  • I need to take ESOL courses. Are these covered by financial aid?

    Yes, ESOL courses are covered by financial aid.

  • How does repeating a course affect my financial aid?

    Federal financial aid regulations allow for one repetition of a previously passed course. Any additional repetitions are not covered by financial aid, and the student is responsible for paying all tuition and fees unless the course is added to a load of at least twelve credits of eligible courses.
