Student Financial Assistance
- Assistance from Federal, State and Institutional Programs: Descriptions of available need-based and non-need-based federal, state, institutional, local, and private sources of student assistance, application procedures, eligibility criteria, recipient selection criteria, and criteria to determine award amounts, methods of disbursement, terms and conditions of Federal Work-Study or loans, Federal Direct Student Loan entrance and exit counseling, and employment opportunities are available on the Financial Aid website, ctstate.edu/admissions-registration/financial-aid and the Financial Aid Guide website, ctstate.edu/admissions-registration/financial-aid/financial-aid-guide.
- College Financing Plan: The College Financing Plan was developed by the U.S. Department of Education to provide students with clear, standardized information about the costs of attending a college or university and the financial aid they are eligible to receive. The College Financing Plan is available in the Financial Aid portal at my.ctstate.edu.
- Consortium Agreements: A Consortium Agreement is a contract between the student, CT State Community College, and another college (Host school). The agreement allows the Financial Aid Office to process financial aid based on the combined registered credits at both colleges for a given semester.
- Cost of Attendance: A breakdown of the estimated cost of attendance used to determine student eligibility for federal student assistance is available on the Financial Aid website, ctstate.edu/admissions-registration/financial-aid.
- Entrance Counseling – Direct Loans: Prior to disbursement, CT State provides information on the terms and conditions of the loan and the borrowers’ responsibilities through Entrance Counseling at studentaid.gov/entrance-counseling. CT State Community College receives electronic confirmation of completion.
- Exit Counseling – Direct Loans: CT State Community College provides information about Exit Counseling and collects for loans under the Federal Direct Student Loan Program. Direct loan borrowers who cease at least half-time enrollment are notified to complete exit counseling at studentaid.gov/exit-counseling/. CT State Community College receives electronic confirmation of completion.

- Private (Alternative) Education Loans: A private education loan, or alternative loan, is a type of student loan offered by private lenders such as banks, credit unions, state agencies, or online lenders to help pay for college tuition or other educational expenses.

Rights and Responsibilities of Financial Aid Recipients: Student rights and responsibilities, satisfactory academic progress standards, financial assistance disbursement information, and the requirements for the return of Title IV grant or loan assistance by students who withdraw from CT State Community College is available on the Financial Aid Guide website, ctstate.edu/admissions-registration/financial-aid/financial-aid-guide.
Excess financial aid (loans, grants, including Federal Pell Grant, and scholarships) will be made available prior to the start of each term and can be used to purchase books and supplies. Information is available on the Campus Bookstore website, https://ctstate.edu/bookstore.
- Student Loan Information: CT State Community College provides student loan information published by the U.S. Department of Education to students when loan availability is provided. Students are notified of the disbursement of Title IV funds, with the right to cancel information, procedures and timeline.
- Verification Requirements: Students with FAFSA applications selected for verification by the U.S. Department of Education will be notified to complete the verification process and provided instructions on the requirements.
